Sikkuy Report 2006

This report presents the Equality Index between Jewish and Arab citizens in Israel. The report finds that Arab citizens lag behind Jewish citizens in every category of the index.

The Equality Index is based on five aggregated indices in education, health, housing, employment and welfare. The Equality Index is a weighted index of the five indices according to their share in national expenditure. The index is based on international models that measure equality such as HDI and Total Equality Index. The data upon which the aggregated indices are based, are drawn from the government, the National Insurance Institute and the Central Bureau of Statistics.

The 2006 Equality Index indicates that there is inequality in favor of the Jewish population. While arabs lag Jews in all five categories, the gaps in health and housing are smaller than the gaps in education, employment and welfare.
